Offshore Casinos for US Players: Who Runs Them and Who Pays
Every real money casino we review is offshore. No US state licenses them, and no state gaming regulator will handle your complaint. So we read what each of the 40 says about itself. Only 9 name both a company and a license number, and 11 make no license claim we could find. Miami Club’s terms now bar US players outright.

Rejected after a limit was hit
Request to wallet, one result per request. Our July results were logged without amounts or days. MyBookie’s October payout took 4h 55m, inside the 48 hours it allows. Wild’s $3,200 Tether request has no finish time in our log, and MyBookie rejected a $4,500 Bitcoin request in May after a limit was hit.
Offshore means the casino is licensed, if at all, somewhere outside the United States: Curaçao, the island of Anjouan in the Comoros, or Panama, for the casinos on our list (two show a Costa Rica badge, though Costa Rica doesn’t issue online gambling licenses). That license, where there is one, is the main outside check on how the casino treats you, so we looked for it on each casino’s own footer, terms, privacy and help pages, then checked the numbers we could in the regulators’ own registers.
Best Offshore Casinos for US Players
We picked from the casinos we have cashed out at or rate highest for their cashiers, and weighed three things, the first most heavily: whether you can tell who runs the casino and check its license, whether it has paid us and how fast, and whether its published payout terms hold up. BetUS paid us in 11 minutes but makes no license claim we could find, and MyBookie names no regulator and rejected one of our requests. For a ranking on games and bonuses, see our best online casinos.

Our cashier screenshot, Feb 2026Best for an operator and license you can check. Slots.lv’s footer names Arbol Media B.V. (Curaçao, company No. 145739) and Curaçao Gaming Authority license OGL/2024/670/0711, and that number appears in the regulator’s own register.
What we have on Slots.lv: our $1,100 Solana withdrawal in May took 9m 30s, the quickest in our log.
Watch for: the register, updated October 12, 2026, lists the license as “Assessment in progress,” with dates running January 14 to July 14, 2026. Its terms didn’t load for us, so we can’t tell you its complaints route. Its help page bars New Jersey, New York, Maryland, Delaware and Nevada.

Our cashier screenshot, Feb 2026Best for a written complaints route. Cafe names the same company and Curaçao license as Slots.lv, and its terms and dispute page set out each step: support, a supervisor, its Dispute Resolution Office, then an independent dispute service, EGIS-ADR.
What we have on Cafe: its published terms only. We haven’t timed a Cafe payout yet.
Watch for: its footer adds a second operator, Arachis Media of Anjouan, “in some jurisdictions,” without saying which, and the Anjouan register page for Arachis Media shows a license end date of May 15, 2026. Its terms bar Delaware, Maryland, Nevada, New Jersey and New York.

Our cashier screenshot, Feb 2026Two fast payouts and a named company. Ignition paid $2,400 in Ethereum in 41m 20s in May and a Bitcoin withdrawal in 38 minutes in July. Its terms send complaints it can’t settle to EGIS-ADR.
Who runs it: its footer says that “in some jurisdictions” it is run by Bamboo Media (No. 11548, Anjouan), and names a second company, Arachis Media Ltd, as the Anjouan Gaming Board licensee. Its own pages show no license number.
Watch for: the register page its footer links to belongs to the Anjouan Offshore Finance Authority, not the gaming board. It lists Bamboo Media’s license L11548/MB as active until May 15, 2027 without calling it a gaming license. Ignition bars Delaware, Maryland, Nevada, New Jersey and New York, and its help pages say every deposit must be wagered completely before you withdraw.

License: its terms say Panama’s gaming board licenses and regulates it, without a license number.
Watch for: in April 2026 Michigan’s Gaming Control Board named BetOnline.ag among 45 offshore operators it had ordered to stop serving Michigan. We haven’t timed a BetOnline payout.

Our cashier screenshot, Feb 2026Largest payout in our log, least known about who runs it. Wild paid $14,500 in Bitcoin in 28m 45s in May and a Litecoin withdrawal in 12 minutes in July.
Who runs it: no page we could load names a company or a license. Its help pages cover the cashier but not the operator, and its help-center index wouldn’t load for us.
Watch for: our $3,200 Tether request in May has no finish time. Since our September review its Bitcoin terms have tightened to $100,000 per payment and per week, four withdrawals a week and a “Variable” fee, and its Litecoin maximum has fallen to $25,000.

Our cashier screenshot, Feb 2026A fast payout, thin license details. Super Slots paid a Solana withdrawal in 18 minutes in July.
Who runs it: its legality page says it is “legally licensed and fully regulated” but names no regulator or company.
Watch for: Michigan ordered Super Slots to stop serving Michigan residents in September 2025. Its withdrawal rules allow 10 requests a week, each 24 hours after the last.

SlotsRoom’s site links to no terms page we could reach; its terms appear to sit inside the game lobby. We will add them when we can check them by hand.
Offshore Casinos That Share an Owner or a Rulebook
Sister casinos often share a cashier and the same terms, so a rule change or a payout problem at one is worth knowing about at the others. Here is what the casinos’ own pages show:
- Arbol Media B.V.: Cafe Casino and Slots.lv, same company number and license. Ignition’s terms match Cafe’s almost word for word, and both footers name Arachis Media. Bovada names no company but publishes the same Bitcoin caps as Ignition: $9,500 a payment and $90,000 a week.
- Entertainment Software Group Ltd: CasinoMax, Slots Ninja and Cherry Jackpot, same company number and license.
- BetOnline, SportsBetting.ag and Super Slots publish the same withdrawal fee schedule.
- Word-for-word terms: Vegas Casino Online, Sun Palace and Slots Plus. Near-identical terms from a shared template: Red Dog, BetWhale and Slots Empire; Lucky Tiger and Shazam; Uptown Aces, Sloto’Cash and Island Reels. DuckyLuck and SlotsandCasino share the same barred-country list.
If an Offshore Casino Won’t Pay, Who Hears the Complaint?
Not your state’s gaming regulator. Warning about offshore sports betting sites, Pennsylvania’s Gaming Control Board says it “cannot offer this service if a bettor encounters a problem with an illegal offshore platform,” and Michigan’s says players at illegal sites have “no meaningful avenue for dispute resolution.”
Mostly not the license regulator either. Curaçao’s Gaming Authority says it “does not handle individual complaints against gaming providers” and tells players to settle with the operator; its rules require licensees to offer an independent dispute service that they pay for. Anjouan’s regulator says it “does not handle, mediate, or adjudicate player complaints” and sends players to the casino first, then to an approved dispute service. That leaves what each casino’s own pages promise:
| What the casino’s own pages say | Casinos |
|---|---|
| An independent dispute service after the casino’s own process | Ignition and Cafe Casino (EGIS-ADR), Casino Extreme (EGIS) |
| A review site as referee | BetOnline (SportsbookReview.com, binding on BetOnline up to $50,000) |
| “Our licensing body Gaming Services Provider N.V.,” not the Anjouan regulator they name | Red Dog, Slots Empire |
| Support, then a supervisor and a Dispute Resolution Office; no outside body named | Bovada (complaints 7 days to 6 months after the problem) |
| Arbitration abroad | MyBookie (Netherlands Antilles), BUSR and Love2Play (Costa Rica) |
| The casino’s decision is final | BetOnline, Red Dog, Slots Empire, BetWhale, CasinoMax, Slots Ninja, Cherry Jackpot, Lucky Tiger, Shazam, Casino Extreme |
| Complain in writing within 14 days | Uptown Aces, Island Reels, Red Stag, BetWhale, Red Dog, Slots Empire |
| Complain within 14 days; the casino’s server records are final | Sloto’Cash |
| Complain within 7 days | BetNow |
| Complain within one hour of the problem; the casino’s findings are final | Las Vegas USA, Vegas Casino Online, Sun Palace, Slots Plus |
| No complaints clause we could find | BetUS, Miami Club, DuckyLuck, SlotsandCasino |
What Changed, and What to Watch
- Wild Casino changed its published withdrawal limits. Our September review showed no Bitcoin maximum, no Bitcoin fee and a $50,000 Litecoin maximum. On October 13 its help pages showed Bitcoin at $100,000 per payment and per week, four withdrawals a week and a “Variable” fee, and Litecoin at $25,000 with no fee and two withdrawals a week.
- Miami Club now bars US players in its terms (version 2.1, updated September 28, 2026).
- Curaçao’s license seals may stop working. The Curaçao Gaming Authority reported unauthorized access to its online gaming portal on September 17, 2026, and said on October 7 that the portal won’t return and the current digital seal will be affected. It says existing licenses stay valid.
- Casino Extreme says two things at once: its footer says a license application has been submitted, while its terms claim license 1668/JAZ and still contain the placeholder “[NAME of Licensing Authority / CGA].”
- Michigan keeps naming casinos: Super Slots in September 2025 and BetOnline.ag in April 2026. Six casinos on our list bar Michigan in their terms: Red Dog, Lucky Tiger, Shazam, BetWhale, BoVegas and Island Reels.
Is It Legal to Play at an Offshore Casino?
It depends mostly on your state, and nobody can promise it is legal everywhere. Here is what the laws say; it isn’t legal advice.
Federal law targets the business, not the player
The Wire Act applies to “whoever being engaged in the business of betting or wagering” uses wire communications, and a federal appeals court ruled in 2021 that it covers only sports betting (the ruling binds only that circuit). The Unlawful Internet Gambling Enforcement Act (UIGEA) punishes gambling businesses that take payments for unlawful bets and requires banks and card networks to block those payments. A 2012 Congressional Research Service report says the Wire Act “apparently cannot be used to prosecute simple bettors.”
Seven states license online casinos of their own
New Jersey, Pennsylvania, Michigan, West Virginia, Delaware, Connecticut and Rhode Island run legal, state-licensed online casinos. A Maine law allowing tribal online casinos became law in January 2026, but it isn’t live yet; its regulator was still taking comments on the rules in October 2026. Several states, Michigan above all, are actively going after offshore sites.
Three states’ laws name online play directly
- Washington: knowingly sending or receiving gambling information over the internet is a class C felony (RCW 9.46.240).
- Utah: taking part in “any Internet or online gambling” is a class B misdemeanor (Utah Code 76-10-1102).
- Nevada: knowingly placing a wager over the internet from within Nevada, except with a Nevada-licensed operator, is a misdemeanor (NRS 465.093 and 465.094).
How to Check an Offshore Casino’s License Yourself
- Find the company line. Scroll to the footer or open the terms and look for “owned and operated by” with a company name and number. A brand name alone tells you nothing.
- Look the license number up. Curaçao publishes a license register, and Anjouan has a license checker. Match the company name as well as the number, and read the status.
- Search the terms for your state. Look for “restricted” or “prohibited jurisdictions.” Michigan, New Jersey, Nevada, New York, Delaware and Maryland are the states named most often.
- Read the complaints clause before you deposit. Note the deadline (as short as one hour at four casinos) and who has the final say.
- Cash out a small amount first. A first withdrawal brings the ID check, and it shows you how the cashier really works before a large balance depends on it.
Don’t use a VPN to get around a barred state. MyBookie’s rules say it will “permanently close and/or blacklist the account and/or forfeit its balance” if you manipulate your location, and Ignition, Cafe, BetWhale, Red Dog, Slots Empire, Casino Extreme, BoVegas and BetUS have similar rules.
Taxes on Offshore Casino Winnings
The IRS says gambling winnings are “fully taxable,” including winnings that never appear on a Form W-2G, so an offshore payout is reportable like any other. Losses are deductible only if you itemize and only up to your winnings, and from tax year 2026 the 2025 tax law also caps the deduction at 90% of what you lost. Keep your deposit, withdrawal and transaction records, and see the IRS guidance on gambling income or a tax professional for your own case.
Offshore Casino Questions
What is the best offshore casino for US players?
On what we could verify, Slots.lv: its footer names its company and a Curaçao license number that appears in the regulator’s register, listed as under assessment, and it paid us fastest, in 9m 30s. Ignition has paid us twice in under 45 minutes, but its license details point to two different companies.
Are offshore casinos legal in the US?
No US state licenses them. The main federal laws target gambling businesses rather than players, but Washington, Utah and Nevada have laws that name online play, other states have general gambling laws that cover anyone who gambles, and seven states run their own licensed online casinos. Check your state’s law before you play.
Which offshore casinos are licensed?
Of the 40 we review, 9 show a company name and a license number on their own pages: Cafe Casino, Slots.lv, Casino Extreme, Red Dog, Cherry Jackpot, CasinoMax, Slots Ninja, Lucky Tiger and Shazam. Ten more, including Ignition and BetOnline, name a regulator without a number, five say they are licensed without naming a regulator, and 11 make no license claim we could find.
What does a Curaçao or Anjouan license do for me?
It means a regulator outside the US has licensed the operator and lists it in a register you can check, though Curaçao says its register doesn’t guarantee a license is still valid. Neither regulator settles individual player complaints. Anjouan sends players to the casino and then an approved dispute service, and Curaçao requires its licensees to offer one.
What can I do if an offshore casino won’t pay?
Follow the complaints process in its terms, in writing and within its deadline, which can be as short as one hour. Keep screenshots, chat logs and transaction hashes. Some casinos name an outside dispute service or a review site as referee; state gaming regulators say they can’t help with offshore sites.
Which states do offshore casinos refuse?
It differs by casino. Ignition, Cafe Casino and Slots.lv bar Delaware, Maryland, Nevada, New Jersey and New York. Six casinos we review bar Michigan, and Miami Club’s terms bar the whole United States.
Can I use a VPN at an offshore casino?
Not to get around a barred state. Ignition, Cafe, BetWhale and BetUS ban VPNs in their terms, MyBookie’s rules ban masking your location, and MyBookie and BetUS say they can close the account and keep the balance or winnings.
Do I pay tax on offshore casino winnings?
Yes. The IRS treats all gambling winnings as taxable, with or without a Form W-2G. From tax year 2026, if you itemize, you can deduct only 90% of gambling losses, and only up to your winnings.
Which offshore casinos share an owner?
Cafe Casino and Slots.lv name the same company, Arbol Media B.V. CasinoMax, Slots Ninja and Cherry Jackpot name Entertainment Software Group Ltd. BetOnline, SportsBetting.ag and Super Slots publish the same withdrawal fee schedule.
Play Within a Limit
Offshore casinos aren’t bound by the responsible gambling rules US states set for their own licensed casinos, so set your own limits before you sign up: a budget, a time limit and a rule never to deposit again to chase a loss.
